Note that this is a SOULBOUND item, it is Binds on Pickup.

Learned from Technique: Scroll of Sales, which can be bought from Rabul once you have reputation level 5 (Esteemed) with Artisan's Consortium - Dragon Isles Branch, which is the maximum reputation level with them.

Summons a vendor that sells some supplies, which is notable since it can (presumably) be used indoors and buy your trash items (where you can't summon vendor mounts, etc).
Has a Quality 1 (Scroll of Sales), Quality 2 (Scroll of Sales) and a Quality 3 variant (Scroll of Sales).

No idea whether Scroll of Sales is consumed or reusable since it is BoP with a cooldown.

No idea what items are offered by this vendor per quality, or who it actually summons. I will try to get my hands on one and test it, will update this post when I get the results.

The scroll summons a "traveling merchant". Can vendor items to him, and repair. Full list of what he sells is at:

I used a rank 3 scroll last night, and got the full list of the above link. I can only guess lesser ranks might sell fewer of those items, idk. The items for sale seem to be irrelevant for the usefulness of this item. I see it as an alternative to the engineer's repairbot for when you need to repair inside an instance and can't use the vendor mount.

Summons Traveling Merchant. Offers repairs, and sells some general crafting mats.
Also sells Cup o' Wakeup for healers who run out of water (not as good as Sweet and Sour Clam Chowder, but will do in a pinch). Goods will vary based on scroll quality.
The Scroll of Sales is BOP and currently cannot be work ordered, so the only way to get it is to be the scribe that crafts it.
I was able to purchase the recipe at only 3/5 Consortium rep with my scribe alt. I believe that as long as one of your characters is 5/5 with them, it unlocks it for your alts.
Your raid/ party can use it.
There is a 6 hour CD on using it, so it will not replace Auto-Hammer.

The 'supplies varying with quality' in question between tiers -2 and -3 are just previous expac vendor crafting mats.

The merchants in question aren't much better than other summonable vendors (your raid can use them, but they can also use Jeeves), unless you're using a tier-3 scroll and you REALLY need Shadowlands mats.

Odd thing is that the tier-1 vendor appears to sell nothing at all, though a normal player, one putting the dragonflight-required effort into the professions, might never see this.
